Plot descriptions

Hinman, Elise D requested to merge plot-descriptions into main

This merge request adds plot descriptions in plots.py that reflect the descriptions on the Watches pages (generally contained within a hover/pop-out window when a user hovers/clicks the plot title). It also ensures the plotting examples link to the API reference documentation, where the descriptions are located.
