Correct ordering of flow categories

Scott Hamshaw requested to merge sdh-flow-categories into main

Minor MR that corrects the ordering of the categorical streamflow conditions variable in hyswap so that the all time low category is first. Since the pandas categorical is ordered, having them in the correct order will allow map legends to show in the correct order automatically.
