Add notes to site condition example notebook on percentile thresholds

MR adds a note to the site conditions example notebook that clarifies it is common to see NA values in the 1st and 99th percentile thresholds since you would need about 100 year long streamflow record in order to calculate, and there are not that many gages that have that.
