Reconfigure spec file import

Shanna Rucker requested to merge input_pfdata into shinyapp

Specifications file import now utilizes the shinyFiles package for server side file access and to avoid the temporary file pathways.

When a spec file is uploaded, it now automatically evaluates the BegYear, EndYear, and HistPeriod for linked watstore and text files if that info is not in the spec file.
