Fixes #170

Added unit tests for fortran wrappers. These test originally came from code Respect wrote in fortran and were rewritten to be used in this R packages with the testthat library. Tests added:

• test_moms_p3
• test_p3est_ema
• truth_test_moms_p3
• truth_test_p3est_ema
• truth_test_var_mom - should be noted, checking the 3rd value is giving an error, it looks like it was also giving error in Respec test, as they commented it out.
• truth_test_qP3
