Updates to frequency analysis and tests

  • Added example data L2701_example_data. Contains daily and discrete data for that site.
  • Added option to use Past year or Calendar year for plots
  • Added test for weekly_frequency_table() and monthly_frequency_table()
  • Used example data for tests rather than dataRetrieval
