Refactored to pass in site location to the rendering function and then make the call to query for the time zone. This means bringing in the axios dependency to graph-server to make a service call to the OGCAPI to get the location.

Now passing in site lat long from server to html/javascript. Using this in the hydrograph component to fetch the time zone explictly at the same time as the initial time series, unless the initial time series fetch (such as custom dates) requires a time zone.

We have working parameterCode, compare, and period. startDT and endDT work but may not be using the retrieved time zone and the start date/end date elements do not show the dates.

Iow 214  - support mon locations with time series data in the past but not right now

Code meets requirements of the ticket. Need to fix tests. Also consider removing selectors that are no longer being used. Further refactoring should wait for another ticket.

Added selector for getTimeSeries. Need to fix tests that are now failing because all time series are processed by the drawing code, not just visible time series.
