Wdfn 524 - Rework download data section

Updated hydrograph-state to eliminate selectedDateRange and selectedCustomDateRange and combine them into a single selectedTimeSpan which can be an ISO 8601 Duration or an object with start, end ISO 8601 date strings.

Added clarifying comments and also refactored how selecting an action is handled to make the code easier to understand

All tests are now working. the download-links module tests were completely revamp since the UI works in a very different way now.

Added tests for the functions that return service URLs and made the calling profiles similar by no longer accepting an array of parameter codes or sites.

Tried to make the service call parameters similar between service modules. Fixed the issue with fetching groundwater levels for custom date ranges. Cleaned up styling.

Added an additional parameter to alerts to allow a slim alert. Code now draws the appropriate checkboxes and the clicking the download button detects which boxes have been checked.
