Reworked getAvailableParameters to return info for period of record and water alert in addition to also including ground water alerts

Update how discrete data is stored. The key is now the variable.oid rather than the parameter code. This matches what is done with the IV data.

Handle a collection without a timeSeries component

Try to fetch camera meta data if meta data is absent or empty.
