Refactored the iv value state and data reducers and actions as well as the time-series-selector tests.

But time zone fetch in it's own reducer. It's not really part of time series retrieval and it's possible that the time zone may need to be used by other components.

Re worked where the ui window width and page width get set. These two parameters actually apply to the entire page so it made sense to move the redux action dispatch call out of the hydrograph specific code.

Moved the nldi data reducers and actions into store/nldi-data.js and refactoring necessary for this change.

Also created a mock-service-data module so mock service responses can be shared across test modules

Simplified the style specification for y axis labels by using the tag name rather than a class. Then the y axis label style will apply to both y axis and the secondary y axis.
