Updated to cleanup with hydrograph line rendering and to create a consistent set of elements that will be rendered that can be used by the graph server to determine when rendering is complete.

Some styling clean-up and fixed legend markers so that if the end of the marker is beyond the width of the page it will start a new row.

Update to use d3-redux library which no longer stores the store on the d3 node. Instead the store is provided explictly when needed to dispatch actions or when selectors are used.

Use core-js for polyfills, adding those that make us compatible with IE11 with the exception of Intl time zone handling.
