Fix custom date to use site timezon

Time on the instantaneous graph is always in the time zone of the site. I stated this incorrectly. I fixed the issues caused by this and this should correct the display of the custom end date when specified in the URL and also expand the end time to the end of the day entered.

Wdfn 401- bug fix

Updated dependencies. The update to the rollup plugins caused a minor code change. I attempted to update to the latest karma-jasmine and fixed a few tests in the process by ran into tests failing that were harder to fix. I will open a ticket to address this.
