Iow 215 - Document the graph server using Swagger

Added status route swagger. Also updated the npm run:watch to also watch and build swagger doc file on file changes.

Added swagger-jsdoc and swagger-ui-express. Defined the site meta data for the swagger doc and added a command to package.json to build the swagger definition.

Adjusted to show month and year for very large spans, using the month as the startOffset. Adjusted to show 12 hour clock and to use minute startoffset for very small spans.
