Iow 209 - Display a table of the data for the selected graph

Updated a couple of dependencies. Changed the order of rendering which has no effect on normal running but allows the tests to pass. I suspect that the linked call to plotSeriesSelectTable is the issue. We should look at perhaps refactoring the parameters module as part of IOW-502

Iow 407 - Remove graph-server from waterdataui and create separate repo

Removed graph-server from repo as this is now in its own repo. Updated Makefile and README. In addition added additional boilerplate files now require or recommended by USGS.
