Axis fix WDFN-22

Tweak aspect of precision on graphs: 1) replace usage of parseInt with parseFloat, 2) decrease stroke width to 1px and darken blue to make close lines easier to delineate.

Add interactive grapher link to locations page.

Added eslint to the dev dependencies. PyCharm really want that to be installed in the local node_modules directory. Others may find it useful too.
