Description WDFN-690 Not All Groundwater Locations Showing Groundwater Data

Adds a simple filter to show the Groundwater Data accordion for any subtype of groundwater monitoring location. After discussion with Shawna and Brad, we changed the message that shows for locations that are groundwater, but have no data.
