Description WDFN-698 Change Question Mark Icons to Info Icons

I could only find one question icon which I switched for the info icon.

I also changed the question icon in Water Alert, and included that in a different pull request.

  • If appropriate, put the link to the PR in the JIRA ticket
  • Assign someone to review unless the change is trivial
