WDFN-743 Replace Time Span Controls with Vue

Description WDFN-743 Replace Time Span Controls with Vue

Converts the Time Span Controls to Vue.

I ran into an issue with the initialization which needs futherwork and prevents some unit tests from being writing as needed.
