WDFN-734 Plot Secondary Time Series - add data retrieve option

Description WDFN-734 Plot Secondary Time Series - add data retrieve option

When the user selects a radio button for a secondary parameter, this adds the method id with the most data points in the time series to the application state. That data is then used to control when the data retrieve button is shown to the user in the data retrieve sections.
