Wdfn 761 - Use @wma/wdfn-vue-components to implement the USWDSCheckbox and USWDSAlert components

Description

Removed the USWDS Alert and Checkbox vue components. Using the libary @wma/wdfn-vue-components to provide these two components.

Also reverted to verision 3.2.0 of wdfn-viz and updated the eslint plugin to use vue3-recommended.
