Description WDFN 802 Fetch Only Secondary Data

Changes the code so that when a secondary parameter is selected it uses the same timespan as the primary selection rather than refreshing the timespan to the time when the secondary parameter was selected. That change allows only the secondary parameter to be updated when only the secondary parameter selection is changed. Whenever the time span is changed both the primary and secondary (when selected are reloaded)
