Description WDFN-789 Make USWDS Table Component for wdfn-vue-components

This replaces the statistics table with a USWDS Table from the wdfn-vue-components package. This also fixes a small issue with the calculated temperature parameter occasionally showing excessive digits in the statistics table.

While I was experimenting to see if the this new table component could be used in the paginated table, I converted the paginated-table component to use the script setup tag (the changes to the template of that component are due to removing one unneeded 'div' and are not as significant as they look here).

  • If appropriate, put the link to the PR in the JIRA ticket
  • Assign someone to review unless the change is trivial
  • Check the accessibility CI step and fix or explain any issues.
