Description WDFN-788 (Add on) Create Radio Button Set

This adds changes to use the now optional legend for the radio button set. In order to pass Pa11y tests the all field sets must have a legend element with text. Because some UI designs have buttons without text, this allows the legend to be hidden from the user but available to screen readers.

After making a pull request

  • If appropriate, put the link to the PR in the JIRA ticket
  • Assign someone to review unless the change is trivial
  • Check the accessibility CI step and fix or explain any issues.
