Added back in the special styling for tooltips so that long tool tips are wrapped.

Before making a pull request

Description

I had removed the special styling for tooltips. However, many of our tooltips contain lengthy amount of text. I am restoring the previous styling but I would like to revisit how we show this metadata particular in the Location metadata table.

After making a pull request

  • If appropriate, put the link to the PR in the JIRA ticket
  • Assign someone to review unless the change is trivial
  • Check the accessibility CI step and fix or explain any issues.
