Updated javascript and python dependencies

Before making a pull request

Description

Updated all javascript and python dependencies except for gulp-rev-all. That needs to be run as an ESM module and the same changes that I used to get this to work in wdfn-accounts is not working here. I will work on this one separately.

After making a pull request

  • If appropriate, put the link to the PR in the JIRA ticket
  • Assign someone to review unless the change is trivial
  • Check the accessibility CI step and fix or explain any issues.
