WDFN-881 Add Median Toggle Row to Data details grid

WDFN-881 add compare to data details table

This adds the 'median' row to the Data Details Table. This code only adds the row and row control. The row control is disabled under certain conditions and provides the user with a message indicating why.

After making a pull request

  • If appropriate, put the link to the PR in the JIRA ticket
