Add Optional Message to Loading Indicator

Before making a pull request

Description

Having an optional message that can display below the loading indicator if the message is passed in as a prop. This message will first be implemented in Search and Filter.

After making a pull request

  • If appropriate, put the link to the PR in the JIRA ticket
  • Assign someone to review unless the change is trivial
  • Check the accessibility CI step and fix or explain any issues.
