WDFN-961: Remove IE handling from templates

Description

Removed IE handling from templates. Also removed no longer code to pass the browser agent to the code which allowed the removal of a python dependency, ua-parser. An additional python dependency, SaltPyLint, was removed. This is no longer needed as we use prospector to lint our python code.

  • If appropriate, put the link to the PR in the JIRA ticket
  • Assign someone to review unless the change is trivial
  • Check the accessibility CI step and fix or explain any issues.
