New windows and linux environment setup
@pnorton I updated the readme to reflect new changes in setting up the conda env. Mainly using Miniforge3 which is the now preffered conda manager. I removed the pip install of pyPRMS from the env.yml file. I found it's easier to set a temporary flag for no SSL verification, it is temporary, and we are intalling a known package. I could not pip install from .yml or after creation of the nhm-training env on both windows and WSL without this fix. It also avoids having to try and configure users SSL certificates. THe MACOS section of the README needs to be updated.
