Removed run_temperature from the update method

@mdpiper this should not have been here initially, but especially so now that I've added setter funcs for tmax and tmin (temperature). Sorry Mark, sometimes I get a bit overwhelmed keeping all this together. As mentioned in my recent comment on the surface-bmi pull request. I re-ran the coupled surface-soil model in this bmi irf_ex project and compared the result to prms6 and I'm still getting the same answer. Just an FYI to let you know I did test the coupling again.
