Diagnose update issue

This PR holds a set of changes that were used to diagnose a segfault when dprst_flag was set to 0. Interestingly, none of these changes involve dprst_flag or the conditions that led to the segfault. (The segfault is dealt with upstream in PRMS.)

Summary of changes:

  • Brought irf_ex into cmake build
  • Added additional PRMS control files for testing
  • Fixed an error in src/CMakeLists.txt
  • Changed variable type from "double" to "double precision" in bmi_prms_surface
