changed conda to mamba in noxfile

McDonald, Richard R. requested to merge rmcd/fluvparticle:main into main

Pipeline was failing on Canonical. Changed the tool to make the test environment from conda to mamba. Works here and works locally on my machine. Think it may have been a timing issue?
