Draft: SC CASC SPEI zarr conversion

spei_zarr_conversion into main

Converting new SPEI netcdf datasets from SC CASC team to zarr stores. Total of 12 zarr stores, one for each month's integration timescale (i.e. "5-MONTH.zarr").
Zarr stores are located in the "spei_zarrs" directory in my personal directory (pbrennan) in the mdmf-workspace bucket.
To-do:

  • add data access README
  • add zarr conversion workflow README
