This is mostly ready for review -- I'm having trouble with the "step" value of the stac catalog but other than that, I think it's in good shape.

I took the latest tif data and converted it to netcdf using the old tif > netcdf script in the thredds_config script. I then converted those big tif file to zarr more or less following the OPeNDAP pattern.

I spoke with Stefanie Kagone -- the originator of the tiff files to verify attributes.
