Puerto rico

@dblodgett There are a few datasets that still have bad times, they have the pattern prmonthly.nc. This merge request represents the workflows for all the other puerto rico datasets. The files that have the pattern puerto_rico_.ipynm represent the workflows for datasets that have the pattern NHM_ and RSM_. The notebooks that have the pattern pr_.ipynb are named after the dataset.

I added a crs variable and grid_mapping attribute for all datasets and data variables.

Let me know about those 2 monthly datasets - the should run pretty quickly once the times are fixed in the original files.
