Red River 2018 CRS Draft

Follows conventions laid out in CF conventions, Example 5.10. British National Grid.

@kbartels_limno.com, FYI, the Red River 2018 can serve as an example for other WRF datasets we were waiting to address. Feel free to pick any of those back up and follow this example. Feel free to call me to discuss if you have questions!
