workflow notebook organization

Created the stubs for a folder of jupyter notebooks used to convert data.

The base workflows dir also has some helpful examples of how to do things like set AWS credentials and start up a cluster on Nebari (where I happen to be doing my work). Other cluster starts are possible for Pangeo.CHS ... easy enough to add if we think that we'll do any work there.

I'm not super-attached to any of this naming or organization. Happy to rename or move if it suits the goals better.
