AWS Setup

I'm working on getting the catalog to work against EFS and S3 datasets. This is a work in progress, but ready to to test on the dev thredds instance. The main catalog has three data sets set up (PRISM, MACA, and BCCA). I also did some overhaul of the thredds config. Note that I might have changed some things in here (the docker compose yml for example) that will break the build -- sorry! Just hacking at this locally for now.
