Converted to using conda-build for building the package.
This should make a repo stub that can be used with conda-build correctly. I think I have this working correctly.

Starting June 03, 2026, SSH access to code.usgs.gov over the public internet will be blocked. Customers utilizing SSH keys to authenticate with code.usgs.gov repositories over the public internet will need to switch to Personal Access Tokens.
