This partially addresses #29 by adding absolute URLs to the href for the hateoas provider.

@ewojtylko1 - this will take some configuration on your end, as the absolute URL is different for labs-beta vs. api.water.usgs.gov. I have made this change to create the environment variable ROOT_URL. This will have to be configured for both the beta and api.water.gov versions with their respective root urls. Happy to make tweaks to this setup depending on how things work on your end!
