Sync Dependency and Branch Management Updates
requested to merge pygeoapi-staging into 12-improving-branch-management-of-limnotech-s-pygeoapi-fork-2
Based on MR #88 the branch for the PR is 12-improving-branch.......fork-2; however related work for MR #88 has also taken place on the pygeoapi-staging branch. This MR is to sync two branches together, so that MR #88 can be completed.
