Workflow for creating HUC12 and WaterWatch NWIS gages hydro-fabric
To fulfill the need for a complete NWIS gage and a HUC12 based fabric (closed issue #127) the following steps are outlined to help construct a set of basins based on NWIS gage locations and HUC12 outlets. For NWIS, the immediate need is to support the WaterWatch replacement and for HUC12, the NLDI basin delineation tools.
Mike Wieczorek has started the work plan and @jross will help support this effort with @abock and @dblodgett overseeing and helping to complete this task and close this issue.
- WaterWatch sites: downloaded shapefile of 11,576 gages and subsetted to CONUS resulting in 11,243 sites.

pull hydro-addresses from the NLDI Reference Gages where appropriate or hydro-address using the hydro-addressing workflow -
code hydro-addressed CONUS WaterWatch sites into 00_get_data.rmd and 01_Gage_selection. -
create a runner file using re-coded workflows that are specific to WaterWatch gages -

- HUC12 outlet points from 102020wbd_outlets.gpkg
- create reference fabric from hydro-addressed information found in HUC12 points using the reference-hydrofabric workflow.
