Non-dendritic work and outlet mapping, SWIM in get data

Three big changes: 1 - updated get_data with SWIM path 2 - Cleaned up outlet creation within aggregate catchments 3 - changed all 'VPU' variable reference to lower-case 'vpu' in config file 4 - Added sinks and other things to the non-dendritic section
