WB inlet and Outlet fix

3 Fixes here:

1. WB inlet events/POI creation I bungled on the last MR
2. Removing a problematic Waterbody in R13 within 02_NHD_NAvigate
3. Putting the right outlets layer into aggregated. The previous MR changed outlet_type from terminal if the corresponding reconciled flowpath had a valid toID, this object was not put into the aggregate_cats function, so it is now.
