-Fixed most occurences of dup POIs related to these issues : #114 (closed) and #93 (closed) -Created flags for notification of duplicate POIs in reference and refactor (users need to look at those themselves and decide what to do) -Increased DA-thresh for agg_cats to 3 sq. km, successfully ran over CONUS for refactor and aggregate -Modified WB inlets and outlets. Issues were primarily with NHD HR derived POIs
