Network Update

This PR removes the enhd network code from this workflow (it's in mainstems now) and updates the data download script.

You will need to remove your HUC12 outlets gpkg and replace it with the updated one. I've moved the enhd_nhdplusatts.csv file into data rather than cache -- so you can delete that from cache and it will download into data now. I also removed a section from the data puller script so the nwm_enhd_nhdplusatts.csv is no longer included as we are not using it.
