updates to AK

Bock, Andy requested to merge Bock into master

  1. Updates to AK_navigate -For navigate kept as much in WGS84 as possible to avoid reprojecting features before catchment splitting -Added sections for waterbodies, Canadian POIs / segments -Created Event files for gages, monitoring locations, and waterbody inlets/outlets

  2. Updates to hyRefactor_cats - just stuck in a "st_make_valid()" at end of reconcile divides where it helped a number of RPUs progress farther into the workflow

  3. Updates to hyRefactor_AK - got more inline with what we are doing in CONUS, successfully split flowlines with events we created in AK_Navigate.
