New wght gen

Added wght generation method based on this discussion on pangeo discourse: https://discourse.pangeo.io/t/conservative-region-aggregation-with-xarray-geopandas-and-sparse/2715. Looks like it's super fast. Lots of ramification. Might be fast enough to just include in the running of the weights. Needs more testing and cleaning but looks like it works.
