Resolve "gdptools not working with newer versions of dask and dask-geopandas"

Closes #45 (closed), In the past I was having a hard time upgrading dask as there were issues between recent versions of dask and dask-geopandas. It appears those issues have been resolved and all tests pass with latest version of dask and dask-geopandas. I also updated the gitlab-ci image to use miniforge, which now seems to be the defacto package for both conda and mamba.

@Anders this should be a relatively easy review. Once merged, I'll bump the version up to 0.2.10.
