Started work on NHGFStacData class

McDonald, Richard R. requested to merge AH-43 into develop

The new data class takes a STAC collection as an input, and extracts the x, y, and time coordinates from the metadata, along with the projection of the gridded dataset. Still needs to be fleshed out.

@ahopkins1 I had to close out the last merge request and re create it because there were some merge conflicts.
